The conference’s program and debates highlighted unpredictability as an inherent factor of international relations, in a global context of great instability in global actors’ interventions and strong tensions in the global arena. This brings into question the formerly prevailing balances and particularly puts at risk multilateral mechanisms and democracy itself.
